As nations around the world race to decarbonise, floating offshore wind (or FLOW) technology is emerging as a game-changer, capable of exploiting the vast and untapped potential of deepwater wind resources.

To date, the evolution of the FLOW sector has been largely confined to a handful of first mover countries in Europe and Asia. However, as the FLOW sector matures, we are seeing this technology increasingly gain traction across a broader range of regions, including new breakout markets.

Our report takes inspiration from the Global Wind Energy Council's (GWEC) report, "Floating Offshore Wind – A Global Opportunity" that was published in March 2022 (the GWEC Report) , which identifies 30 "Round 2" new breakout markets that present "the right conditions to evolve rapidly as successful floating offshore wind markets" post 2030.

The report, prepared in collaboration with our offices across a sample range of 20 of these countries (and, in Norway, with law firm Selmer), assesses the relative rate of progress in these countries since the date of publication of the GWEC Report and analyses their achievements and what further steps are required to support their emergence as successful FLOW territories.

We focus on the complexities of FLOW project development, applicable government support mechanisms and other policies and the necessary legal and regulatory frameworks to support the evolution of the FLOW sector in these breakout regions – all key factors influencing this dynamic industry.

With such insights, our report is essential reading for stakeholders interested in participating in these nations.
