Framed within the terms of the National Directorate for the Protection of Personal Data (hereinafter, the "NDPPD") Provision No. 7/2010 -which created the Center for Assistance to Victims of Identity Theft with the purpose of assisting victims of theft of personal data to be used for illegal or fraudulent activities- and NDPPD Provision No. 24/2010 -which created the National Registry of Questioned Identity Documents-, the Access to Public Information Agency (hereinafter, the "APIA"), in its capacity as enforcement authority of the Personal Data Protection Law No. 25,326, issued Resolution 228/2023 (hereinafter, the "Resolution"), which approved the implementation of the web portal for questioned documents "DOCUEST", together with the "Procedure for Submitting Questioned Documents", which is integrated as an annex to the referred resolution.

The web portal implemented by the Resolution will be the web channel enabled for uploading the information to be submitted to the NDPPD within the framework of the processes of the National Registry of Questioned Identity Documents. However, on an exceptional basis, the population with difficulties in accessing the online form may present themselves at the APIA in order to process the submission of a document to be questioned.

On the other hand, the procedure implemented by the Resolution establishes the forms enabled for the competent public authorities, the owner of the documents to be questioned and/or their representatives to communicate the reports of theft, robbery, loss, or alteration of identity documents for their inclusion in the National Registry of Questioned Identity Documents. The aforementioned procedure will enter into force on December 7, 2023, date on which the NDPPD Provision No. 42/2019, which established the previous procedure for the submission of reports of questioned documents by the competent public authorities, will become null and void.
