Ryan Mann has joined Dentons in Indianapolis as of counsel in its Public Policy and Regulation and Real Estate practices. In his new role, Ryan will help clients throughout the full arc of a project, from its inception to its implementation and completion.

Ryan has more than 15 years of public policy experience, working in federal, state and local government. He joins Dentons from the City of Indianapolis, where he most recently served as Special Counsel to the Mayor. In that role, he represented the city’s interests on numerous projects, including the Indiana Economic Development Corporation’s READi grant program, the construction of IU Health’s new downtown campus and the new Elanco headquarters, as well as discussions about the revitalization of Circle Centre Mall. He also directed the legal strategy to end the city’s nine-year legal dispute with the board of directors of Towne & Terrace, allowing redevelopment to move forward on an important east side Indianapolis property.

While with the city, he also served as Chief Policy Officer of the Department of Metropolitan Development and the Department of Business and Neighborhood Services, and as Permits and Licensing Administrator. Ryan also served as Co-Director and Director of Special Projects for the Indiana Election Division before joining the City of Indianapolis.

Ryan’s experience also includes serving in several roles for public officials, including as Special Assistant and Political Designee in the Office of Indiana Sen. Joe Donnelly, and as his Legislative Director when he was in the House of Representatives. Ryan previously worked at Dentons in Washington, DC, as a public policy specialist.

Ryan earned his law degree from Indiana University Robert H. McKinney School of Law and his bachelor’s degree in Political Science from Indiana University.
